In 2010, the following mission statement was created by the TBID Board of Directors:

The West Yellowstone Tourism Business Improvement District (TBID) supports projects aimed at tourism development, marketing, advertising, and promotion of West Yellowstone. The Tourism Development Fund may support projects focused on, but not limited to, convention, education, conference, recreational, entertainment and other types of destination events, along with capital improvement, that will generate room nights for lodging facilities.

According to the Montana Code Annotated (7-12-1131), the funds can be used to “aid in tourism, promotion, and marketing within the district.” The actual petition stipulates that funds would be invested as follows:

  1. Create a Tourism Development Fund that supports projects aimed at tourism development, promotion, and marketing of West Yellowstone.
  2. The Tourism Development Fund may provide financial support to marketing projects that are focused on, but not limited to, convention, education, conference, recreational, entertainment, and other types of destination events in the Town of West Yellowstone that will benefit small, medium, and large hotels.
  3. The Tourism Development Fund may initiate capital improvement projects that support the above endeavors.
